With eBay great help a buyer can scam  sellers with impunity and have a different sellers account, so the scammed seller can't retaliate.

This is nothing of the kind. Not everything is a nefarious plot orchestrated by eBay to scam sellers.

@oo8sunding  So what I think you are saying is a Buyer scammed you out of an item and then you saw that exact item for sale (after it was delivered) on a different account?

eBay has completely changed what you're allowed to search for such that you can't see what people bid on anymore, so a separate buyer account doesn't mean a whole lot.  The only way they can have any idea what your buying activity is is through feedback left by the seller and even that is only available for like 90 days.
