Hello, I got this email from a VERY LARGE seller this morning for an order I placed late last week.
Dear Vicky,
Thank you for your recent purchase! We do apologize for any inconvenience however, we are requesting for a photocopy of your ID that must match both the billing and shipping address that we have on file to help verify and confirm your order since this order is considered a very 'sensitive item' and or any order exceeding $300 is considered a 'large order' due to security regulations and fraudulent purchases. Payment needs to be verified by a valid Government Issued photo ID that would match the billing & shipping information.
If your information does not match, ID is still required and you may also provide us with a Bill or Statement that matches the information that we have on file. We can only process the shipment if the all criteria is met and can only do expedited shipping upon confirmation of payment for it and if ID is acceptable. We do hope you can kindly understand as this is for your protection as well as the protection of the seller against credit card fraud. Please rest assured that this information is for confirmation only and we assure you that all information that you provide will be kept safe and secure.
Again, please kindly note that if we do not receive proper identification, your order is subject to cancellation. We apologize for any inconvenience this may cause. Thank you once again for your cooperation and we look forward to hearing from you.
If you have any questions please respond here or contact us at 626-336-2829. When calling, please reference case# 00087637.
Sincerely,

I have never been asked about this before and our paypal account is verified. It is a $500 item and the second time we purchased one from this seller... Isnt this a Violation. I refuse to give him my Photo ID, Hell I should have asked for hos before paying him ...... What would you do.....

I would ignore the idiot. 1 day after the estimated delivery date file a INR.

Is the item something that you need to be over 18 to purchase? Or is it restricted in your state?

If you ordered (and paid) last week, and they've done nothing but get around to asking silly questions on Tuesday of the following week, I'd be thinking of filing the Item Not Received dispute as soon as you're past the latest estimated date of delivery.
It might be understandable that they're nervous about fraudulent purchases, but you're as valid a buyer as anyone else on this forum, and they don't get to demand extra proof of buyers here if they're planning to sell here.
I would send them a polite decline... maybe also mention that you're a past customer as well (which should be enough for them right there):
"Dear Nervous Nellie,
My clear payment should already have been received by you in full, and you have my shipping address already, the same as on my last purchase from you. I look forward to receiving my purchase as soon as possible.
Regards,"
etc.
I wouldn't even address their demand for additional ID.
P.S. Their published phone number is a VOIP line on a computer someplace. You're more real than they are.

I would ignore the email as a phishing attempt, unless the item you purchased was a wow ( warcraft) item .
FILE the INR as soon as is available.

Uh no. My family has bought nearly EVERYTHING you can think of from fruitcake to DVDs to clothes to furniture to CARS on Ebay and never once since the beginnng of Ebay time has anyone EVER asked for our ID. I have bought weapons (crossbows, swords, air rifles) and antiques, jewelry, and torches for welding here. NO ID EVER asked for or given. My money speaks for me just fine.
Maybe you are a preacher or maybe you are a terrorist but it is NOT THEIR PLACE to find out which. We have a whole division of our government that handles that. You paid. You get.

Dear Seller,
Blow it out your kester. You seriously need to look into eBay's policies, I will not be sending my ID. Send my item.
Kind regards,
Last time I will ever purchase from you buyer

I just googled the phone number their CS left. IMHO, this seller has done you a HUGE, and I do mean HUGE favor. The seller appears to be a drop shipper and the reviews (ON GOOGLE) for their website are dismal. 2.8 out of 5 stars with 13 reviews.

Not only is it a violation of eBay policy, but it is also a violation of your privacy rights. What the seller is requesting is personal and confidential information, which can be used by the seller as an avenue to steal your identity, permitting the seller an opening to grab additional personal information about you from banks, credit card companies, etc. Do you want your credit bureau history to be destroyed? Report this seller IMMEDIATELY to the eBay fraud department!

Considering this is probably a seller actually located in China, they probably don't know our laws.
ETA... Their FB on eBay says they ARE located in China. Some of the items appear to be drop shipped from the USA and some of them are being shipped from China.

Tell them to pound sand. I would never give someone a copy of my ID.

Here you go. Go directly to this page and report this guy.
What he is doing by asking for your ID is wrong in every way.
