That is up to you.
You know what it costs for your shipping (postage) and handling (labor, shipping supplies).
Do you include it when you quote shipping on your listing?
Example: Most of my stuff ships at <4oz or about $3.85 average. I charge $4.95 for shipping and handling because my handling cost is about a buck each, including a profit margin. (Yes, I do make money on s&h).
So, to answer your question, it's up to you.

Yes and i am surprised many do not include it on there listings. Some will build it into the shipping as a flat cost as mentioned by chariot_badges

That's true, IF and only IF, the seller builds it in.
If your postage cost is $3.85 and you charge a flat $2.00 for shipping on your listing, then handling is NOT included, and neither is all of your postage.
It's up to you.

Why would a seller reveal if they have a handling charge or not?
You can add a handling charge to both flat rate and calculated shipping. eBay has never shown buyers the handling charge as a separate line item there is no reason for a seller to indicate if they have a handling charge or not.

Yes, it is. It is not separated out, it's just included in the whole shipping price.

The handling fee, if any, Is included in the shipping cost, if any.
Or if the seller is offering "Free shipping" The handling fee, if any,
is hidden somewhere in the "Free shipping"
There's no method the add a handling fee to the sale
that is clear and separate from the shipping charge, if any.

It ends up being the same in the end. Either you add it in the handling part or pad it your flat rate. I was using the example that chariot stated as an example which i tend to use as well. So many are so against making a dime on shipping without considering shipping supplies and time it takes to pack (labor). Its not bad to make money on shipping and confusing why so many lose money on it. JMO

Only if the seller includes it in his selling price - personally always did - some sellers just pass on what they paid for the shipping label. Never operated as an ONFPO (Obviously Not For Profit Organization) my buyers paid for my selling costs and target net profit before taxes - never tried to compete with the bottom feeder selling prices - pretty much mid point or better prices. If I couldn't achieve my goals I didn't sell it. Sold for a 41 year career.

That is not accurate. If a listing is set up with calculated shipping, and if the seller enters a value on the listing form in the box for "handling," then the buyer will be shown a single total for "Shipping and handling."

Yes, you can look at our listings for an example. We have a flat $2 handling fee applied to all our listings, and it doesn't show separately, it just shows a single "Shipping & Handling" charge for each shipping method we offer that includes that handling fee.

From my experience, the handling fee is added to the shipping cost, but the buyer only sees a larger than normal calculated shipping cost and gets rattled because they didn't read the complete listing details.
I try to state the following in my description that there is a handling fee in order to cover additional costs like having to purchase a special size box in order to ship the item, new safe packing material, fragile / handle with care labels, or signature required.

@dirk12955 Sure there is. There is a Handling Fee field on the listing form. If you put a handling fee in there, as I do, there is a handling fee that is "clear and separate" from the shipping charge. However, it does not show to the buyer as a separate fee, it's just included in the total shipping charge the buyer sees.
Not directed to you, but I'm not sure why there's so much confusion about this. There has been a Handling Fee option for I'm thinking close to 15-20 years at least. It's been there practically forever, but it doesn't show as a separate line item to the buyer.
