There are a LOT of sites that require a payment source be entered before making an offer. It's understood if the offer is accepted, that payment source will be charged.
It's a simple fix and makes things so much easier for sellers.. This wouldn't be injurious to the buyer at all- as long as they're making a serious offer.
But ebay will never force buyers to pay using some sort of automated system.

Agree, particularly with an integrated payment system as eBay is rolling out now. Even the little mobile sites I sell on, accepting an offer requires payment. Not sure why eBay is so backward in this.

Thought that whole deal recently changed.
Seems that I read that after 4 days the seller can just cancel, and a choice for why is that the buyer has not paid. Selecting that reason is supposed to give the buyer a non-pay strike.
I do 99.9% fixed price, IPR, so not completely up on it.

On other auction sites, you have to register with a valid credit card before you can bid. (no prepaids, no debit) If you win, you're charged. Period. If you fail to pick up your win you lose both money and merchandise on the no-shipping auctions. It's clearly stated in the rules.
That's the more rational way to do it, so of course that's not how it is here.

Is it me, or have you other sellers noticed an increase in non paying "buyers"? I can remember when it was forbidden & noted that legal action could be taken against a buyer for breach of contract.

It's possible, but they don't want to do that.... It's possible because they are able to hold my funds until a dispute is settled in limbo.... so they can hold funds for buyers in limbo while sellers decide if they want to accept the best offer or not.... HEY - How about requiring a certain feedback level before they can make "Best Offers"? So at least they will have something they lose if they are going to go around playing these shenanigans?

The funds wouldn't be requested before the offer was accepted.
Offer made; funding source given
Seller accepts; funding source charged, $$ set aside
Delivery; funds released to seller
If the offer is never accepted the funding source is never processed.

Since one can have multi eBay accounts, and if one blocks any particular buyer, does that block the other accounts that same buyer might have?
And can one block a seller, and if so, would that block any other accounts that same seller might have?

Or ebay can just leave a listing active until payment has been made.
