Ebay once had a Strike Through Pricing option that enabled sellers to list the MSRP (or other price) and then have it red-lined in the listing. They no longer offer this service to new sellers. Those sellers who activated the option prior to eBay's spring 2018 decision to drop the service can still utilize it on certain listings.

I think - could be wrong - that what you are seeing is not the MSRP but what the seller had listed the item for before they put it on sale.
Could you give us the listing number of an item where you are seeing this? If I'm mistaken, there could be another answer that would be of more help to you.

You have to have a store to be able to do that.

It's not the MSRP. It was the seller's price before they lowered the price through a sale.
