Are you asking about leaving feedback for a transaction as a seller?
I do this by going to the Seller Hub overview ( https://www.ebay.com/sh/ovw ) and using the Shipped and awaiting your feedback link in the Orders tile.
It lets me select the transaction(s) I want to leave feedback for, and then click the Leave Feedback button. It takes a total of five clicks to leave feedback for all my transactions at once.
Is that not available to you?

From what I have read here on this forum, this is an alleged "Test" There are numerous complaints and I would hope they'll fix it or set it back the way it was. Hard to tell when that will happen if ever. Sorry for your frustration. By the way, I think it could have been these guys...

Thanks for the link. I very rarely go to the seller hub, it took awhile to find your link, but this link is better than my old feedback link in that it seems to eliminate sales that were canceled or non-payments and allows me to just send a single feedback to multiple sales.

I very rarely go to the seller hub
Everything I need as a seller is available in the seller hub within a click or two.
I can't imagine not using it.

I find the seller hub way too noisy and complicated. Even this morning it took quite awhile to find the link above. Being an old fart I still use a desktop so I am able to keep a list of the few important Ebay pages that I use weekly bookmarked in my folder labeled Ebay on my bookmark bar. So I end up going to the seller hub maybe once a year. I also keep a list of the lesser used pages, like the block buyer page, in my another bookmark folder.
