So I had sold an electronic item a week and a half ago, waited 7 days and after two invoices, cancelled and relisted the item. I didn't think much of it as the item was gaining traction again, but then he filed a case against me for not shipping the item. Hard to ship an item I don't get paid for. I sent him a less than polite message explaining my cause to relist it and that was the end. Then my item sold again. To the same guy. With a slightly changed username. I had never received any communication the first time he bought it. I was frustrated and messaged him asking to pay for the item this time around. I got back a message than was less than coherent and got me wondering. If I am dealing with a person with mental challenges, maybe that has no support in their bidding, how do I navigate the sell? He told me he was "saving money", and something about July 4th. Even from now, that's almost two weeks after he won the item. Do I bite the bullet and wait it out? I've contacted eBay with zero help. I'm conflicted here.

File the Unpaid Item Claim. Wait until you can close it, and do so.
You should have done that the first time instead of using the "cancel" feature. Hopefully, you chose a reason that did not place a defect on your seller profile.
Though your motivations are honorable, basically this is BUSINESS.

When a buyer fails to pay, you should file an unpaid item claim rather than canceling the transaction. What reason did you choose?

.this is an off-topic reply..but I had a post removed for not showing respect to another poster..how is this thread title allowed when it is clearly disrespectful..not that I mind..but I just want to point out the favoritism that goes on here at this forum..I think I actually used a word that the moderator did not know the meaning of..just sounded fancy I guess to them so they chew me out and remove my post..

I cancelled the first order after 9 days no pay/no communication from the buyer. Only because eBay was going to make me wait longer to file an unpaid case against them.

Ebay didn't make you wait that long before doing anything. As you know, you didn't have to wait that long to file the unpaid item case to begin with. What reason did you use to cancel?
Edit--it isn't 2 weeks to file, it is two days.

QUICK UPDATE:
He sent me another message stating in his words "I Wait Until Are By My Good Birthday Is July 4 For Get This One".
My reply was pay now or cancel. Regardless, the case is opening against him in a few days.

So true . We watch live P.D and it's downright scary how many people the cops pull over that are '' out of it '' and have their stuff ' right beside them in the car or hidden under their seat . I worry about my oldest son who must do a lot of driving . He was already rear ended by a hit and run driver while coming off the freeway one night . Tulips 😞

It doesn't sound like your buyer understands how things work here .. Did you check to see if he has any feedback that might help shed some light ? Tulips
