I am getting a message that I have only $875 before I reach my monthly limit. They said I had 41 items in my store. First off, how did I get 41 items in my store, where I only have 12... and I even deleted some of those and now I only have 4, but yet I am still getting this message. They suggested I request a limit increase, but I am going through the process and it is failing, saying I have to wait until the end of the month, and even that will need to be evaluated. But I received my first limit message at the beginning of April and haven't been able to list anything since.... **bleep** is going on!!! Are they holding on to listed and sold items even when I have removed items from my store and now, I only have had a few items for almost three weeks now. Please advise.

It is not "failing", that it is how the limit increase request process work. Just because the process is not immediate or automatic does not mean it is "failing".

Each time you create a listing it counts as one for that month. Multiple items within a listing count against the total as well. Even if you remove items, you do not get those slots until the first of the next month or unless an increase occurs during the month.
On the first of each month, the number of items that are listed at that time count against the total that you can list.
The same works for the total dollar value. It is a total of what is currently listed and what has sold for that month.
Once you hit your max, you have to wait until the next month. The limits increase more quickly once you have been established for a while and have lots of sales.

Yes, they are.
When a fixed price listing has more than one item available, all of those items count towards your limit. The listing for a set of suitcases shows "More than 10 available" so that has eaten up at least 11 of your allotted limit. Also, ending a listing does not restore that quantity towards your listing limit.

eBay has a sophisticated system in place to keep an eye on possible scams while still providing an open for sellers and customers. eBay's sales velocity limits include:
- Account-based selling limits: placed on you, the seller
- Category-based selling limits: placed on certain types (categories) of product
- Item-based selling limits: placed on specific items

You've sold 1 item and the buyer left feedback saying they didn't get it.
An INR on your first sale, doesn't look good and it might be awhile before they increase your limits.
Dropshipping is a quick way to damage your account.

Just so you know, when your sales reach an undisclosed magic number eBay will be requesting proof of ownership of the items you are selling or a signed contract between you and the wholesaler for the items you seem to be drop shipping.

Also when you list items with a quantity of more than 1 they count towards your monthly limits.
You currently have 2 listings with 10 or more available items.
FYI you don't have a store.

Listing high end expensive items as a start will get you in trouble.
Start out with some small price items first.
And listing multiples of one item will really get you in trouble..."luggage" 10 available....
Where eBay will hit back they require receipts of all items being sold.

You need to build up more feedback before you can expect much of a listing limit increase. A store does not increase the limit so, for new sellers it's not of much use.
Watch out, a new seller listing too many high value items may be asked for purchase receipts for them.

New sellers have limits. You need more selling history and then if you are in good standing you can request an increase.
When a seller desires to increase their selling limits, they are allowed to request an increase once every 30 days. Mark your calendar and every 30 days request an increase until you have your selling limit well above anything you think you will ever need. ok thank you Rockstar! I didn't realize that entering the quantity of items available counted towards the total amount. I had 10 of one item, 16 of another, etc... but as soon as I entered only one or two in the quantity available, the problem went away and I am able to add listings again. I wish I would have figured that out three or more weeks ago, I wasted just about all of april on this issue... SMDH, but thanks again Rockstar, you ROCK!

My suggestion would be to list items that you have in your possession rather than risking your account by dropshipping. The problem with dropshipping is that you are selling items you don't own and taking a risk that they still have the items in stock at the time you have to fulfill the orders your buyers have paid for.
I'd rethink your business plan.

If you're dropshipping from Amazon or another retail site, that can get you suspended.
They might start asking you to provide receipts for the items you're listing.

You've got Patio Furniture Sets shipping for $15 and $26; is that planned as you know it will cost, easily, $200 or more to ship all those pieces.....
