Experts,
I had a mailing label fall off a padded envelope while in transit to a buyer. Someone at the US Post Office found the packing slip inside and re-addressed the envelope by hand (I hereby withdraw previous criticisms of the USPO). The buyer received the shipment without tracking, so the sale is now listed as "in transit" and has been so for several weeks.
If this shipment stays "in transit" forever, will I get a demerit of some kind from eBay? Is there any way the buyer can mark the shipment "received?"

No, and no. You're expected to ship within your handling time, proving that by way of having at least one scan (Acceptance, usually) within your handling time, but eBay does not monitor whether it arrives or how long it takes. If the buyer doesn't file an Item Not Received dispute, then everyone's happy.

No, and no. Love the USPS...I have had only a handful of problems and that is awesome given the thousands of packages that I have mailed out.
You will not have any issues with eBay for the stuck in transit issue as long as the buyer does not complain that they didn't get the package.
Hopefully your buyer gives you + feedback which will show that they got their item and that they are happy with the transaction.

small town in Illinois to San Diego...dropped off at post office on Tuesday--delivered Thursday; Illinois to Hawaii...dropped off Tuesday, delivered Friday...both of these mailed USPS during the final Christmas mail crunch--and both were First Class, not Priority, shipped for under $5!!!

Taping the labels is a great thing to do. I have always taped my labels as far back as I can remember. Everyone should do it.

If your buyer leaves feedback for this item, they should be asked if the package arrived on time. As a buyer, if the tracking shows that it was, then I don't get asked this question. It's only there if the tracking shows later or no delivery. In this situation, I would be willing to do that, even if it was actually a bit lit, because I would be happy that I got the package in the end.
So, your buyer can leave feedback and answer the question "yes" to say it was delivered on time. That's the only way I know of, for a buyer to tell eBay that their package was delivered if tracking doesn't show it.
I don't know if this will make any real difference, but I don't think you will get a defect unless the buyer files an Item Not Received (or not as described) case.

The 100,000,000 items delivered on time and without issue are hardly ever discussed or
commented on.
Just the handful of times the system breaks down draws attention.
In the year 2022 I can send my 12 year old Grandson a Christmas card from Indiana
to Arizona and it will be in his hands in less than 3 days.
Not only can I hardly drive to Arizona in 3 days, USPS only got paid .60 cents to deliver it.
What other things in the USA can we buy for .60 cents?
