Global Shipping Program enabled but not showing up in the listing - what's going on?

Had a potential buyer outside the US contact me about a book they were interested in buying if I was willing to list through the Global Shipping Program.

I use Global Shipping for all of my listings. I went to revise the listing to add Global Shipping and saw it was already selected; however when looking at the listing proper it only showed shipping to the United States.

I ended the item and relisted it in hopes that would help but it still only shows US shipping as an option even though I have enabled Global Shipping.

I noticed this problem with another book I had listed yesterday - again Global Shipping selected but not showing up for the buyer. I've checked a random selection of my other listings and those all show the Global Shipping option available.

Anyone else have this problem or know what might be going on?

I'm experiencing that issue today. Overnight sold an item to buyer in Israel.  I saw that the invoice had not been sent. Usually, Global sends the invoice. When I look at it there is no Global shipping option showing up. I only ship Global out of the country and have never had a problem in the past.  Not sure what's going on or how to fix.
