That's an honest buyer!
I believe you're allowed to send (through the order) your email address and he can send the money through Paypal.

The transaction is over if they were refunded.
What a nice buyer to want to repay. The buyer can repay you through PayPal, Venmo, Zelle, Cash App, etc.

Wouldn't eBay expect their fee? 😄

Adding to the above advice:
If you and the buyer do not want to exchange personal info, you can create a new eBay listing with "local pickup only" so you don't have to worry about shipping. If you charged shipping originally you can add that to the item cost.

You have a very honest buyer. My recommendation is to send them a PayPal invoice.

For a PayPal payment I believe you would need to know each others email addresses. You are allowed to exchange email addresses for two weeks if you have a eBay Transaction together.
If you can not figure out a way to receive a electronic payment they could send you a check by mail.

This is the simple and easy way and ensures that even eBay gets their share of the sale that they refunded to the buyer.

In certain cases you can exchange personal email information. I have had to do this a couple of times when working USPS insurance claims. Once I had the buyers personal email, and they had mine, we moved all communication off of eBay. I had already fully refunded the buyer and this was strictly a USPS issue, eBay was out of the picture at this point.
