Hello,
How do I set up an auction with multiple color options for the same item? I have the same item in different colors and amounts of stock. I want to setup one auction with a drop down option for the buyer to select the color that they want. I've seen listings like this but I can't figure out how to make it work.
I have the base level store setup. Is this only an option for higher level stores?

It works for fixed price listings in certain categories - it does not work for auction style listings.

Any seller can set up a listing using the Variations format option even if they don't have a Store subscription.
You must set up a listing in fixed price format (not auction) and you must use the "advanced" version of the listing form (not the quick version). Sometimes it's called the business tool. As noted in the other post, The "Variations" option isn't available in every category:
