This is a serious suspension. So sorry you got hit with the MC999, which usually indicates that there have been multiple prior policy violations.

What warnings have you received from eBay before this?  

An MC999 also can mean you are not only banned from selling, but from buying as well, and no appeal is given. It can mean you are done here. 

We will try to help you, but more info is needed. Can you show us the suspension notice you received? It will sometimes identify the issue(s) that caused the suspension. And also, what other warnings or violations have you been given before this?

It sounds like the first account that you had was restricted, opening this one has caused this account to be suspended, as you can not ignore the warnings and just open a different account in the hope of bypassing the eBay regulations.

Sorry this happened, but it is likely that neither of your accounts will be able to trade on eBay in future.

There are no negative comments on my account. no complaints. No late shipping. Home - garden - kitchen products are around 80-90% of my account. I don't understand why they permanently closed it. I don't know what the MC999 code means either.
I spoke many times yesterday. They confirmed my address and name.
Finally they asked me for Documents. I sent my ID card. But the result did not change.
