Can you clarify if I'm understanding this correctly? If I set my promoted listings to 1%, ebay or 3rd party partners can change my promotion percentage to how they see fit at any time. Which could cause me to incur extra costs that I was unaware of, but legally and financially responsible for, and that promoted listings fees will not be based on ticket price as they currently are, but will now include taxes, fees and shipping costs?
