I have a GSP 'item not received' dispute opened in PayPal. The item arrived at the GSP depot, and UK outward tracking shows non delivery due to 'delivery problems/delay caused by recipient' . To further complicate matters it looks like the item was supposed to be returned to me but has now seemingly got lost (tracking not updated for weeks). Am I right in thinking I am covered by the paypal seller program because the tracking shows the items journey out of the UK - confirming it was delivered to the paypal shipping address (the GSP depot in the UK)?

Unfortunately, eBay is misdirecting UK members to the US discussion boards. Hard to believe, I know, but there it is. You'll want to post your question on your "home board" so your compatriots can help you with your VAT invoicing issue . . .

All the more reason to accept MP - you won't have to deal with buyers going to PayPal for GSP delivery issues.

For a not received case put the tracking number in the case. If it shows delivered to the GSP Centre your job is done.
As far as them returning it that would be a different matter, different case. I don't understand why they opened a not received case because if they are returning it then it's obvious they received it.
At any rate you wouldn't be forced to refund until tracking shows delivered on your end.

Sorry, that's me not being clear. The courier was returning it to me because they couldn't deliver it to the buyer. Tracking ended 3 weeks ago though so it seems as though it is lost now.

You might end up not having to refund. A NOT RECEIVED case should close in your favor. Why couldn't they deliver it to the buyer? GSP is responsible for delivery to the buyer. You be sure to let PayPal know that. I believe the package is returned back to GSP Pitney-Bowes, where it was shipped to the buyer from.

Looking at the tracking, the buyer would appear not to have been home on the day of delivery ... twice. He also didn't pick it up from his local depot where it sat for a week. The courier (foreign DHL service) then added 'return to sender' .. and that was nearly a month ago.
The option is there to 'escalate the issue to Paypal?' but I'm unsure whether to do that or just leave it as an open case?
