Had a buyer (Japan) buy an item, pay, then demand to cancel (all within an afternoon), then open an ebay case, then open a paypal case. I can't refund thru the ebay case because of the paypal case. I have a restocking fee thru ebay but of course, not paypal.
This is getting extremely stupid.

Your opinion regarding the restocking fee is just that - an opinion.
I could have lost buyers after this got tied up - that's the point of a restocking fee.

Perry Mason, as much as I love being investigated... I print labels en masse for my sales and since I don't do this in a post office, there is a time and space between actions.

The present push by ebay and its associates (whether some of these regulars are, I am sure at least a few) is to eliminate the "restocking fee" and create an alternative reason for why it exists (they'll tell you it's to recoup shipping which has never been true). The reason for eliminating it is because it hurts the buyer's fweelwings.
Since I am a very large buyer and seller by eBay standards, I can say there has never been a time where I "bought an item by mistake" where I didn't fairly recognize my personal responsibility to abide by the repercussions. Then again, after $2 million in purchases, I can't recall a single time I "bought it by accident".

If it had closed out as a cancellation you would not have been able to charge a restocking fee. This situation is no different. And being that it's an inr in PayPal you'll have to refund in full that's not an opinion. Your other option would be mail it have the buyer file a false SNAD and then be out cost of shipping too.

It's slated for elimination in May. I haven't seen an eBay explanation for why such fees exist, but your case may be a reason for why eBay will no longer honor them.
