I have been using the Global Shipping Program for a while now. It has increased my business. I have good luck with the program and have not had many return problems. I adjusted my exclusion list of countries or areas I will not sell or ship to. One of the main areas is Africa countries. From everything I have read and from others experience there seems to be a lot of fraud coming from there. But now Ebay has introduced the new International Shipping Program, that has replaced the GSP. Ebay has already switched me over to it. It has some new features that gives me more confidence in it than the GSP did. The best feature is that Ebay handles the returns. They supply he shipping label and a refund if needed. I am now considering with the new International Shipping Program and its features if it would be beneficial to me to open up sales and shipping to all countries and areas. It seems there will no longer be a risk to me in selling to all available countries. Anyone have an opinion on this?

When eBay announced the EIS program and that it would be replacing the GSP I opted out of the GSP due to some inconsistencies in what eBay stated the program was and how it would function. I elected to take a back seat and see if this program has the ability to prove itself. There have already been a number of postings on this forum about problems and issues with the new EIS.
While EIS may handle returns and may issue the label who is paying for the label, and who is making the decision on the refund and who is paying for the refund? Will the EIS foot the bill when the customer returns and empty box? Are they also dealing with INR's and damaged items? Does the buyers MBG coverage end when the seller delivers the item to the EIS, wherever that happens to be?
Always remember regardless of anything eBay may put in place those policies become useless in the face of a chargeback. Your choice on whether to open up the entire world to your items. Even when I was selling internationally using the GSP, which I had 0 problems with, there are countries and areas that I would not sell or ship to. The risk was simply too great.
