So Alan@ebay or Trinton@ebay ....the new free return policy starting this fall states extra protection...what extra protection will ebay offer for sellers ? Thanks!

for example it was worn, damaged, or missing tags
All those things can be a snad complaint and I will bet my sweet bippy that the option to refund less than the full amount will not be covered for snad complaints. So all a buyer has to do is file a snad and they will be good to go, same as usual.
The only buyers that will suffer, will be the honest ones. Like usual.

you'll have the option to offer less than a full refund.
I would think the seller would be in the same sinking boat if buyer's are required to "accept" the 'offer' for faulty return. Can't wait to hear what the blues have have to say.
I am leaning toward that way of thinking since we can offer partial refunds for SNADs now. A buyer need not accept. Should I be a crook buyer, sending you back a phone book instead of the laptop you sent me, I am not going to stand still for the seller to offer me five cents for the return. eBay is not going to touch this scenario either.
Again I can't wait to see what the community leaders have to say about your query.

- Extra protection. Starting this fall, when you offer free returns, if the returned item doesn't meet your policy terms—for example it was worn, damaged, or missing tags—you'll have the option to offer less than a full refund.
Alan@ebay or Trinton@ebay
Yeah, right.
BUT - is that, or will it be, in print, in ebay policy and TOS/UA and will CS be aware of it?
Ah, just for starters, you understand. Inquiring minds want to know.

So that means you get a worn evening dress back
the "worn evening dress" back, an empty box. or a rubber band instead of your 18K gold bracelet that you sent are ALREADY retuning the same results. Seller loses, has to pay $$$ in hopes that their original item is returned. Actually, we have all figured out that it matters not what a seller pays for to be returned. If you get a wad of newspaper, you will be forcefully refunding the buyer making the claim. Though ebay and PayP)al claim they are seperate companies.....your selling venue is still able to snag your money.
I think the OP, in light of the highlighted statement is asking WHAT SPECIFICALLY WILL BE DIFFERENT than the same old same old.

And that 34% is likely buyers who are intending to take advantage of free returns after they are done using the item. Thanks but no thanks.

In the email I got from ebay it says I can get as much as a 34% sales boost from offering free returns
I just got the same email. You forgot to add that the requirement included no restocking fees.
I don't charge restocking fees. But, fat chance that I am going to give some one a 60 day return and pay them to retun it.

As itty implied, the key word appears to be "offer". I'm not sure I see that as protection.

Maybe it means that they will start enforcing the regular Seller protection plan that normally gets ignored.

I don't believe this. If the buyer calls up ebay and throws a hissy after receiving only a partial refund on some item, what is ebay going to do? They are going to give that buyer the rest of the money. Where are they going to get that money? From the seller.
To me it sounds like one more way to get a super defect. Unresolved!
Free returns? Think about it. Just how costly it could get, especially if you sell shoes or clothing. Instead of making money selling on ebay, you will be in the hole.
