What happens when you offer free 30 day returns but the buyer used a 3rd party service? Does the 3rd party cancel out any obligations?

Not if the buyer entered the tracking number into the return case.

If they used a freight forwarder then any return label would be from the freight forwarder and not from the country the person is actually in, so yes it basically would be unreturnable for them.

No it does not. That is only covered under the seller protection for the money back guarantee.
