Free Relist ??

If a buyer returns an item, the seller is allowed to relist it for free.  If a buyer is a Non-Payer,  why is the item not relisted for free when the Unpaid Item case is closed?

It's all about 35 cents!!!!! If the only problem with a transaction was that it went unpaid, it is probably viewed as very saleable on both sides and eBay gains a listing fee and (stop the world!!!!!!) a known saleable item that will be relisted because the seller knows there is a market for it.
