The seller can declare the loss on their taxes.

I doubt eBay would admit to anything fraudulent.

Chat with them? You mean the bot in the chat? Or the person who is from another country in a call center scripted to tell you what you want to hear to get you off the phone? 
Or did you find a phone number to call on the internet? Those are fake numbers set up by scammers.
