Is there anyone on here from an actual ebay team that can take action on a seller before more innocent people loose their hard earned cash,

Buyers don't lose their hard earned cash because you are guaranteed to get your item as described or you get your money back. You have 30 days to file a claim.

There is no one here from an "actual eBay team" who could investigate your claim of fraudulent activity by a seller, no.
There is a "Report Item" button on every listing, and/or you can contact Customer Serivce and/or you can look here for other ideas:

By the way, with eBay's Money Back Guarantee, there is no reason for any buyer to lose his money on any bad purchase, assuming the buyer actually reads the MBG and uses it properly.

These Boards are composed of many, many experienced buyers and sellers. We can't "take action on a seller" but, if you will offer details, we can probably offer suggestions for a solution to your problem.
