A buyer from Peru ordered 3 items from me over a few week period. I get a lot of orders even international ones and he spread his out so I didn't specifically notice this buyer had purchased 3 items from me.
I knew shipping to Peru was risky since they don't have complete tracking but I took the risk and shipped these items to Peru. The buyer opened his first item not received case, I didn't fight it, understood it happens sometimes and refunded. The buyer then opened a second one a few weeks later, which is when I took notice that this seller had purchased these 3 items from me. Even after one previous refund and this 2nd "item not received case" the buyer purchased a 4th item from me which I promptly cancelled and then blocked the buyer. Obviously this got me suspicuous. I reached out to sellers who had left feedback on the buyers page, and found 4 other sellers in the last few montsh who had experienced the same thing. This buyer would buy 3-5 items from them over a few week period and then slowly and separately file item not received cases. Some sellers never responded back to me, but I didn't find any seller that could confirm they actually completed a success transcation with this buyer without them opening an item not received case.
I filed a report (the other sellers said they did the same) and made sure to mention this in the "item not received" case. Still eBay quickly ruled in the buyers favor. The buyer then opened his 3rd item not received case against me (which I knew was coming). I finally called them about this and they said "there was nothing in the buyers history that would allow them to do anything at the moment". I asked them about the other item not received cases and if they could see how many this buyer has opened but they wouldn't answer the question and just would keep saying "there was nothing in the buyers history that would allow them to do anything at the moment".
Im pretty sure the other sellers are being truthful, so there should be like 15+ item not received cases this buyer has opened against at least 4 different sellers in the last few months. Im just completely lost at how many cases ebay will allow by this buyer before doing something. Because of buyers like this I have stopped selling completely to certain countries. I don't know how an alert isn't triggered by this buyers cases and how they can look at their history and not see an issue that needs to be addressed. Its very discouraging. This buyer might be able to get away with this for 100+ items for months on end as far as I know.

Total dollar value including shipping lost for those 3 items?

Total: 128.82
The 4th item they attempted to buy was a good amount more expensive.
This didn't kill me. For me its not a huge sum. Its more the principle that the buyer keeps doing this.

If you want to plug that hole start using ebays GSP you're dealing in high demand kiddie merchandise and the international kiddies have figured out how to shop for free on ebay and resell to their friends at half price at your expense. You can ignore it,but it is a growing trend and will just keep increasing.... Some folks will claim you might lose sales,but I don't think selling something and them refunding is considered a sale...

I have a solution for you.
Do not sell internationally. If you're using USPS, Exclude all continents, but Allow PO Box, and Alaska and Hawaii.
Ship by:
PriorityMail (weight)
PM Flat Rate (various sizes)
PM Regional Rate (commercial accounts only)
First Class Package (under 13oz)
If you are shipping large items or very heavy items, use UPS and be sure to Exclude PO Box delivery, and Alaska/Hawaii deliveries, and of course, exclude all continents.

Peru is one of the last countries I would ship to sorry you didn't read up on that beforehand.

When would that moment arrive to cause ebay to do something ?
File an Appeal of the determinations.

If you don't have tracking that shows DELIVERED, you will lose. Period.

Rolenboy has a good point. You can research online to see how reliable and dependable a country's postal system is. Some are not advisable to ship for that reason, some country's are very strict about what they allow in the country~you can research for that as well.
Not everywhere is a good choice to ship to.

Perhaps this is something that should be brought to Trust and Safety's attention.
I have read of foreign buyers losing their MBG (INR) protection for filing too many cases of INR~one was from Russia. Some lose their buying privileges outright. If they just lose their MBG (INR) protection, they may still be able to buy, the risk is all on them, though.
