For parts or not working

So I’m a seller and i don’t sell as much as others but I’m having a issue with a buyer. The item i sold was a iPhone which has activation lock/iCloud lock. Now eBay prohibits the sales of iCloud locked iPhones but won’t prohibit the sale of a iPhone marked as parts or not working. So i listed the iPhone as parts or not working and i even put in the title the phone is locked and read description. In the description i listed the S/N number and the imei number and stated that the phone has a activation lock. I never promoted the listing as working iPhone which is the reason I’m put the iPhone as parts or not working. Now the buyer sends me a offer which i accepted and before he pays i asked him was he getting the phone unlocked and he stated yes. He pays for the phone and then the next day he runs the imei number and stated he can’t use the phone. I told him that he asked all the right question as the wrong time. I posted the imei number so any one can check the status of the phone even tho I’m selling as parts. I also listed it as no returns. So will eBay refund the buyer even tho i listed the phone as parts or not working and the buyer paid for the phone under the impression that it could be activated when i stated in the description it has a activation lock?

So you try to skirt the rules and now is trying to bite you in the butt. Accept the return and move on,.

For parts or not working

So will eBay refund the buyer

Almost certainly, yes.  And I can't imagine why you wouldn't just refund upon return rather than inviting more eBay scrutiny of the rule violation???
