Forced buyer autopay has evidently been expanded in a big way recently and as a seller it results in a major problem with trying to combine shipping on multiple orders. I was confused when it first started because it only impacted a few of my buyers so I thought the onus was on them to correct their settings. Now I realize that sellers can fix the problem. If you go to the page in your account that deals with buyer requirements you can uncheck the boxes at the very bottom and they will not longer be required to autopay. I hope this helps sellers who wish to continue to be able to combine shipping costs.
If you are having trouble finding the page:
1. Go to Selling - Selling Preferences
2. Click on Your Buyers - Managing Who Can Buy From You
3. This will bring up the Buyer Management Page and you can go to the bottom and unclick the 2 settings

Just remember, if you turn off the auto-pay don't ever come here and complain about non-payers on Offers or Auctions.

Very helpful but the biggest problem is that this entire trainwreck was rolled out without notifying or alerting the sellers infected with the test virus.
If eBay was truly trying to "fix" this, they could have reached out to select sellers and asked for their participation. I've reached out to four sellers and every one of them were unaware if this "improvement" and they were **bleep**.
There are steps eBay could have applied to make this work rather than the idiotic steps currently in place.
Your solution is helpful but I see already met with scrutiny. One thing is for sure, the scammers and crooks will find a way around eBay's ridiculous test. People will enter credit cards with $5 limit and will be declined when they win. Then sellers will be upset again because of another eBay failure.
Put new buyers on a probationary period. Require a feedback score of 50 or 100. I'm guessing eBay didn't want to offend the crooks and scammers (seems to be a lot of that going on currently) so they take it out on the faithful and loyal patrons that have been on here for 10+ years.

Luck to ya.

That Ebay never tells us anything in a timely fashion and never does what makes things easier for us is a given. I just wanted to give sellers an option if they wanted to use it. I just sold 6 additional items because I was able to offer the customer a combined invoice. I can live with having to flag unpaid items and relist them. 99% of customers are decent and reliable.

@strikebam
Though you posted to a rather old thread, the OP was talking about the two on your screenshot that were since renamed "Buyer Rules".
https://www.ebay.com/bmgt/buyerrequirements
Buyer Rules:
*Require buyers to provide a payment method before they place a bid.
*Require buyers to provide a payment method before they make an offer.
These are the "combined shipping killers" eBay placed with default set to YES.
