good day ,
I'm all set to list my first item. I'm been focusing on selling on ebay for more than three months now. I have also joined the seller school and obtained two certification forms. So is this the perfect time to make my first list? What else do I need to pay close attention to for an accurate listing? I look forward to dealing in the long run.

Well, it depends. In the broad view, anytime can be a good time to list because no sales will happen until you do, of course. You have missed the holiday selling season for this year, but after holiday shopping will begin shortly.
Good luck and wish you much success.

I'm not sure what you plan on selling but if they are pre-owned items a good description will help sell your items. Note any damage. It is helpful to use your 5 senses to describe depending on the item of coarse. Size, color, weight, texture, labels or maker's marks, unusual orders, etc are all helpful.

Take the advice of veteran sellers here. You will do well. Don't drop ship from China or sell coconut items. It's a waste of time. I wish you well.

With any luck you have missed the American and European holiday season, which messes up shipping.
But if you are dropshipping from China, like all too many Sri Lankan sellers, you are about to hit the Lunar New Year when your supplier closes his business and goes back to his village to visit his children and parents.
Shipping is the hardest part of selling online.
Do NOT ship by Surface. If your customer cannot afford Air Mail, he should not be buying overseas.

Are the "certification forms" a Sri Lankan business license and a Payoneer account?
Without the second, you cannot get paid.
Without the first, you may have difficulty with your government.

@mtgraves7984 may be joking -- but it's true.
My customers give themselves a "Hobby allowance" and in December use it for family gifts.
Then when Christmas has passed, they are free to spend again.

Personally I would use the holidays to prepare my listings and start after 26th December. Christmas is a busy time for most and online sales between 17th - 24th are usually pretty dead anyway.
Use this time to make your listings perfect, be transparent about the item's location, research your costs and off you go for a Happy New Year.
Research - Selling, Returns, Shipping, Restricted Items..........
Good luck and welcome
