I’ve dabbled with the “Send Offer to Buyers” feature, with no luck until now.

That's interesting. I went to look at my list, and it appears only half of my items were eligible for offers.
There was one coin set that was showing in the list that wouldn't allow me to send the offer. It just told me the item isn't eligible for offers and pick a different item. (Perhaps I sent an offer to that person on a different coin and they changed their profile?)

@guangxi_hone I see that you are using the All Selling Page
I suggest you try seller hub, I think you are running into a glitch:
Seller hub has filters that you can use at the top of the active selling list.
You can sign up for seller hub and still use the all selling page if you prefer it.
Just bookmark this page:

I've had items that take an hour or more to pack... it's usually on auction day when my regular Russian buyer wins 150 of 180 items... a lot of time is taken to make sure the order is correctly packed with no mistakes.
Fortunately with single coins from the eBay store it takes only 10 minutes for each one... the process of printing a label and pulling the coin is pretty fast, but since I use a cross border courier I have a series of forms to fill in online for my shipments to be cleared to enter the US.
On the plus side... three items sold from the send an offer feature... seems three watchers were potential customers and decided the offer (10-25% off) was a good deal.
Probably around 25 of the 103 offers I sent out were for UK tokens (which are mostly coveted by UK customers). They're sleeping... maybe I wake up in 8 hours and find some more sales.

Seller hub solved my problems with sending offers to watchers.
Well done set up I missed it somehow and lived in the dark. From now on my life on Ebay is going to be a little bit easier.

Another thing you might want to do is add the start and end columns for GTC start end times. I find that helpful so I can keep track of how long a GTC has ran and if I need to spruce it up OR end it and rotate my stock. Click on customize on the active listings page if you want to add those columns.

Same here, I still do it occasionally, but I can't remember getting a sale on any of them. Wonder if lowering a price versus send offer works better?
