How does one set up free first class shipping but offer a second shipping method of priority that the buyer can choose if they wish but they would have to pay for? Is the check out process smart enough to charge them for the upgrade?

To answer your second question the checkout process is smart enough to charge the buyer if the buyer chooses to upgrade the shipping. I have never offered free then an upgrade but I do offer multiple shipping options with calculated shipping and I have never had a probem. Buyer chooses upon checkout same as you if you are buying from a big retailer which shipping option they would prefer. I have bought on ebay and seen the shipping upgrades but have never used them. I have patience, lol. Just make sure that the shipping calcualtor is set up correctly so you don't get stuck eating the cost of priority mail to the furthest reaches of the United States or where ever you ship.

I am in the Seller Hub. Under where you will select Free 1st Class shipping will be something like, "Offer additional shipping method." There you can select Priority at a cost. Can't answer your second question, for I have never had a customer select the more expensive option. Best!

Fwiw, in almost all cases now, First Class Parcel transits as fast (or sometimes faster) than Priority. The ebay on-time shipping metric actually has all FCP with the max transit time of 3 days, while some Priority shipments get longer. Bottom line if an item can ship FCP, the customer really gets no faster or more reliable delivery for the extra cost of Priority.

I completely agree. I just thought I'd add a second option as was mentioned with the guaranteed delivery in case I decide to try.

I have actually had a buyer that needed an item shipped overnight, so I revised the listing to include an additional Express Mail option, and then messaged the buyer that the option was now available. She bought it, I shipped immediately and it arrived to her doorstep less than 24 hours later. This was the ONLY time I've ever had an item shipping at a more expensive option than what I have as the cheaper default, even though I routinely offer various options.
So ... it DOES happen. Rare, but nice to have the options.
*For those curious about what the item was ... it was a Sprint Sierra Wireless USB Mobile Broadband AirCard Modem 595U in Original Box. Why she needed this old technology so deperately I'll never know.
