Find Advanced listing tool on phone and app

Where do I find the advanced listing tool if using the website on my phone or the ebay app?

I have enabled all of the extra features such as scheduling a time and so forth. 

I read that listing this way stops the best offer option from being added by ebay, is this still correct?

And am I using the tool if I enabled the extra options? If so how can i stop b.o.? I had my first offer without a payment shortly after acceptance, and now she wants to "sleep on it", I would rather not deal with this type of listing.

The advanced listing pages are only available via browser.

I tried it on my phone browser as well, using google. I use a samsung chromebook mostly when not using my phone. I guess I will try it on my pc, but that is not generally where I use ebay.

It's also referred to as the "Business" listing tool, I can't remember the exact terminology, eBay keeps changing the titles on things.
