Final Value Fee to high?

I recently noticed my Final Value Fee fee that I'm being charged appears to be to high.

Let me provide an example

Selling an item in video games category

Product sells for £19.99 (free postage) and this is the fee's they are charging me: £3.30

but also claiming the following 'discounts'

You saved £0.25 by promotion
You saved £0.30 by Top-rated Plus discount

But by my calculations it should be much lower even without any top rated discount

The category is meant to be 9.9% + 30p per sale by my understanding

therefore 9.9% of 19.99 is £1.98

+30p = £2.28

+20% VAT (£0.46)

=£2.74

Could someone please explain to me how they've got to £3.30 when apparently I've got discounts applied and should only be playing 5p additional and not 30p

I'm confused as hell ;/

Most people here are only familiar with the fees here on .com so you might have better luck asking in  the UK selling forum.
