Final Value Fee refund question

I sold an item for $115. eBay charged a $11.50 FVF. The USPS tracking # shows the package was lost in the mail. After 14 days, I gave the buyer a full refund. eBay did not automatically issue a final value fee credit. I called eBay twice about this matter. Now I checked my account, I only received $10.34 for a FVF refund. How come I was not refunded $11.50 as they promised? Any advice will be appreciated.

Not directly related to OP's issue, but I haven't heard a word about this!

 

ebay changed the final value fee rules to charge fvf on what eBay determines were off-site transactions based on prohibited communications. 

 

Sellers are well-advised to make sure they do not have any contact info in listings - and that they RESPOND to any offers that reveal contact info with a definite NO!  Not relisting when communication has been involved in a listing could easily be charged fvf under this policy.

 

(Expect litigation over this because it's off in the weeds...last time I checked, anyway...if eBay is depending on PayPal's cooperation to prove payment, they will need waders.)

 

Final value fees  Sellers are liable for fees arising out of all sales made using some or all eBay Services, even if sales terms are finalized or payment is made outside of eBay.

Sellers are also liable for final value fees if they offer or reference their contact information, or ask for a buyer’s contact information, in the context of buying or selling outside of eBay, even if the item does not sell. http://pages.ebay.com/help/policies/rfe-spam-non-ebay-sale.html

 

Final value fee

Even if the item does not sell, you’re charged a final value fee if you offer or reference your contact information or ask a buyer for their contact information in the context of buying or selling outside of eBay. In this case, the final value fee is calculated on the "total amount of the sale" determined as follows:

  • If the item was listed in auction-style format, then the "total amount of the sale" is the auction start price, the Buy It Now price (if applicable), or the price identified between the buyer and seller, whichever is highest.

  • If the item was listed in a fixed price format, then the "total amount of the sale" is the fixed price or the price identified between the buyer and seller, whichever is higher. http://pages.ebay.com/help/sell/fees.html

I just shipped with first class mail with delivery confirmation, no insurance. I can not buy insurance if I print shipping label on eBay, it not cover for ship "coins". The local post office can buy insurance for "coins", but just far away from my home.

It didn't disappear.  It's somewhere.  As I mentioned in my first post go on usps site and inquire on their site or call them, either way - request email updates.  I bet that will shake it loose.  It worked for me on a package that recently had "disappeared" as you would say.  It was delivered the day after I inquired about it.

 

But your bigger now is if it does get delivered to the buyer and they will have the item and their money.  You will be out both.  I think you acting a bit hasty in this situation.  There's more you can have done before issue the credit to the buyer.
