I sold an item for $115. eBay charged a $11.50 FVF. The USPS tracking # shows the package was lost in the mail. After 14 days, I gave the buyer a full refund. eBay did not automatically issue a final value fee credit. I called eBay twice about this matter. Now I checked my account, I only received $10.34 for a FVF refund. How come I was not refunded $11.50 as they promised? Any advice will be appreciated.

Was it free shipping? Ebay does not refund FVF on shipping charges.

@pennytodollar I am unclear about the fvf credit but wanted to ask if you tried to shake the package loose with USPS by signing up for email updates?
A few weeks ago I had an item that seemed to have been lost. The last scan was at a sorting center in another state, the buyer's state, and then just sat there for like 8 days. I went on their site and signed up for email updates and what do you know? .. the package suddenly was delivered to the buyer the very next day!

and you are really upset over the buck? when there is a reason that will be cleared up...

no it didn't disappear... just didn't get scanned after OAKLAND... and the USPS CS could have really looked into it and open a case ...calling you back if/when they have any news...
but fvf not on shipping...so EBAY was correct, but again you seem more conserned about a buck and not the fact that the item "dissappeared".... when it really didn't... but that 's on you.

well then you did all you could do... and if they sayn they couldn't find it then done! probably was delivered or will be but too late now...
and FVF doesn't count on the shipping part as other mentioned, so that why the difference....

Well, it's been off the radar since the 13th, yes. As its last scan was a Departure, it may still be rolling around overlooked in the back of a truck someplace, but I would still have asked the buyer to be patient for another week, as the USPS themselves don't consider an item lost until 21 days have elapsed since its last sighting... and I've seen a couple of occasions when a missing package really did seem to push that 21-day deadline, but they always reappeared in the end.
Sign yourself for email notifications on the USPS website (it's a link off the tracking results page for your package near the bottom), and you'll get a heads-up email about it as soon as your package gets scanned someplace. If it's valuable enough that you don't want it delivered at that point (i.e. you already refunded the buyer), then you can file a request on-line to have it recovered and returned to you, for a fee of (I think) $12.

Something went wrong, obviously.
I've had them come back with buyer's address scraped off (through tape!).
I've had them come back empty box.
I've had them eventually delivered empty box.
In all those cases, insurance paid off quickly.

One more thing to add.
You can file USPS priority insurance claim around day 21 of no progress.
You should do so as soon as you can. Not only do you get your check sooner, you also get to keep the stuff should it eventually show back up at your house.
