I am told that ebay started charging FVF on shipping way back in 2011 and that it says so in the seller center..
But I just took a look at the seller center under Fees and Features and it specifically states NOT including shipping:
10% in all categories. Exceptions apply.
Percentage charged on total amount of the sale by category
But even if I am misinterpreting that, It also says "total amount of the sale".. news flash for eBay: shipping is NOT part of the sale! It is a fee charged to the buyer that passes straight to USPS to purchase a label. It adds ZERO to a sellers profit margin, it IS NOT A SALE! This is a total RIP OFF! I charge the buyer exactly what it costs me to ship something, and my margins have to be kept so low to compete with the scammers and thieves selling on here that it is hardly worth selling on ebay as it is, now I find out that my shipping actually cost more than I thought!

The reason I’m saying you want free shipping sellers to pay higher fees is because that’s exactly what happens when fees are charged on item price only.
I have free shipping in Canada so I don't have to pay FVF's on our insane shipping cost to the US.
You should easily be able to verify this one way or another by reviewing your Ebay invoice.

Stores get charged shipping to get goods to their stores where they don't meet "minimums", which are set by the seller/distributor. Therefore, 'shipping' is also built in to a stores profit margin on an item. CC processors then charge for the total sale, which not only includes shipping that the seller built into their price, but also sales tax. It's simply the way it is and will always be.
When you buy something on line for $10 plus $3 shipping, do you tell you friends you bought it for $10?

So they charge us the fee on the total, than sends the sales tax to ebay out of our account. We have no control over the sales tax but we pay a fee on it.
Pay pal will be making MILLIONS of more dollars each year because of the new internet sales tax law.
Would you prefer the alternative. That you keep the sales tax collected from the buyer and then you will be responsible to file the reports and submit the tax to the appropriate state.
While I don't like paying the processing fee on it any more than you do, I prefer it to the alternative. A very small price to pay.
BTW, PP has ALWAYS charged their processing fee on the total amount received. Even when it was still your responsibility to collect and remit sales tax. PP is just doing what it always has done in regards to how they charge the fee.

I get that and I also understand it. That is what Ebay did prior to November 2018. It cause all kinds of issues. Buyer's were confused by the separate little transactions. Banks and CCCs were complaining about the zillions of little transaction. It was a mess for Ebay and causing stress on buyers. Lots of complaints. This procedure of using PP has stopped most of that.
Keep in mind it is short term. Once we are in MP, this issue will go away.

Using Paypal fees as an example of what should be practiced on ebay is hardly a good idea. I remember not long ago paypal and ebay were owned by the same entity and sued to separate.
They will do whatever they can to squeeze every dime out of the USA seller. The chinese get free shipping for the majority of their sales so they have to price gouge the free world with fees.

What? No?? Ebay owned PP. In 2015 Ebay took PP public therefore Ebay no longer owns PP. Ebay and PP were NEVER owned by some third company. Ebay OWNED PP. There was pressure on Ebay to split off PP for quite a long time. Finally Ebay decided to do it and take PP public.
As for shipping charges for sellers in China, that is our Government that has control of that. NOT USPS or Ebay. It is the UPU that has control of this. Below is some information you may find interesting.
