So I want to file a claim, what happens if the seller just doesn't respond? Or has deleted their PayPal?

If he doesn't respond, you generally win the case and get refunded by eBay.
Then it is eBay's job to recover the money from the seller.

If seller does not respond, you ask Ebay to step into the case at the appropriate time, generally a few days later. It will tell you in the case the day that you can ask Ebay to step in. If you have to ask them to step in, they will decide the case, and the seller will get a case closed without seller resolution defect.
