The final vale fee variable is on final value of item, plus shipping, plus tax if any.
Then the final value fee fixed at .30.
That is your total final value fees.

As a seller, yes, you are being charged the final value fee on the item price, the shipping cost and the state sales tax, if applicable.
I thought this was explained in the detailed explanation about fees that eBay provides.

There is a fee, based on category of the listing, on your customer's entire payment. The fee consists of a 30c non-refundable service charge plus a percentage of the payment.
When your customer pays, their payment goes into your Managed Payments account.
Then eBay takes its fees.
Then on Tuesday (as a default) all the money in your MP account is transferred to your checking account.
If you have other charges (store subscriptions, customer refunds) , eBay will first go to your MP balance, but if there is not enough there, you have given eBay permission* to debit your checking account for the money you owe.
* You could think of this as being like direct debits to pay your hydro bill.

That question is vague as it is written.
You asked if you are being 'charged a final value fee' 'including tax'. Including, would be the same as 'plus'.
The answer is NO
You are not being charged tax on top of your final value fee.
Is SALES TAX that a buyer pay part of the total that you are then charged a percentage for the Final Value Fee?
The answer is YES
Along with the Shipping Cost.
Item + Shipping + Sales Tax x Final Value Fee Percentage= your Final Value Fee that is deducted.

If you are in Canada, eBay will charge sales taxes on their fees to you.
This is separate from the sales tax your buyer paid and from the fees you paid to process that payment.

This has/had nothing to do with the tax bills. The stage for the collection of state taxes where the seller is out of state was set by the Supreme Court's decision in Wayfair vs. South Dakota. The individual states then began to pass sales tax laws pertaining to ecommerce
