Fees for not adding MAKE OFFER to Fixed Price Items?

I heard .35 is being charged on Fixed Price Items if Make Offer is not added to auction.

Also - are there charges on Send Offers?

Hard to get the info straight.

That's news to me. Where exactly did you hear that from? (Note that a Fixed Price listing is the opposite of an auction; it's either one or the other. You can add a BuyItNow price to an auction, although that will go away when bids are received.)

There are no fees to make an offer. I do that all the time in my buying account.

I think OP was talking about sending offers to watchers. No fee for that, AFAIK.
