I have noticed that over the last year or so a number of my buyers have no history of giving feedback to sellers -some of these buyers have as many as 30 feedbacks. Is it recommended that I send a brief note to these buyer mentioning the need for feedbacks? Thanks.

No, soliciting feedback is a no no on ebay for sellers. Just be thankful for the sales. Feedback is not required to post for buyers or sellers.

would have to answer NO. My attitude is let sleeping dogs lie. I'm lucky if I get a FB 2/5 sales. I'm good with it. I also don't leave FB until the buyer does. Sometimes I'll get a FB for an item that sold months before.

No, feedback is optional so there's no need for feedback.

Several of the responders here are hinting at this: There are times when a transaction on eBay did not go exactly 100% great, but the buyer, maybe being a seller also himself, realizes that negative FB isn't good for a seller but chose to leave none at all. When/if the seller asks, that buyer can decide, "OK, here's your FB" and let loose with something you do not want to see.
As you know, FB is optional, not required, so best to let sleeping dogs lie as mentioned by others.

It's so frustrating seeing my Feedbacks go from 65% when I started selling 8 years ago to about 25% these days.

I can relate I'm lucky in the last three years if I get 3 out 10 clients to leave positive feedback. It is a trend that is not inclusive to you . I still leave positive feedback for everyone and thank them but leave it at that.
I would not recommend pushing for feedback it can go south . I'm just thankful to get paid for the item and move forward.

Buyers leaving feedback is dwindling more and more each year. If you can get 1 out of 3 you're lucky. It is best to just leave sleeping dogs alone.

That is not quite true. There is a need for feedback for part timers and occasional sellers. Those with hundreds and thousands don't need it, but the higher numbers help buyers make decisions on who to choose.

I know that as a buyer, I am tired of being asked for feedback on everything I buy-Home Depot, Kohl's, Amazon etc. You get an email saying something like "rate your experience on your last visit/purchase.." It is time consuming to answer all the possible feedback requests. I think ebay buyers don't understand that it is more important for small sellers to receive feedback than big B&M stores.

Maybe buyers are busier.
The main reason buyers check FB is to make sure the seller has no history of not shipping or late shipping. You have no worries on that score and enough actual FB to make buyers comfortable dealing with you.

The main reason that buyers even look at a seller's FB is to see if there is a history of bad performance.

Since you have low recent feedback numbers, the last thing you want is to risk getting a bad one. That would definitely hurt your percentage. You stand at 100% as you are, reaching out doesn't necessarily mean you would get a positive in return.
