I have recently have had bad results from buyers that will not pay,yet that have 100% positive feedback. How can a seller leave a negative feedback?

Buyers cannot receive negative feedback. It has been over a decade since sellers could leave a negative.

It’s been about fifteen years since sellers could leave negative feedback for buyers. That isn’t about to change. So sellers just have to live with it.

Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008.  How fortunate you are to have never had occasion to notice this before now.

Forget about leaving negative FB -- it's been against the rules for at least 10 years.

Do you know what to do with unpaid bidders, and are you doing it consistently?

And, BTW, that "feedback should have been a negative" that you left for the buyer -- are you not aware that that buyer can contact eBay and get that removed, which will also get you a "defect".? No one seems to know the magic number of negative FB removals for buyers that can get you taken down, but rumor has it that it's not many.  Please be forewarned.

You don't.   Buyers that continually cheat sellers and give them generally bad experiences are just the same as those buyers who only give the seller the problem of what to do with the profits on the item.  Both are 100% good in the feedback system.  Buyer feedback is meaningless.  Moreover, ebay doesn't care about bad buyers or do a single thing about them.

That said, add the buyers to the BBL and then move on.  Really all one can do.

The way to avoid non-payers is to have fixed price listings with immediate payment required. Item isn't considered sold until payment is complete and you don't have to deal with non-payers.

And you need to stop leaving negative comments for your buyers or you won't be around to worry about non-payers.

I can explain it to you but I can’t understand it for you.

Well, actually eBay does do a single thing about bad buyers, but it's probably  not enough in the eyes of most sellers.

When a seller cancels, citing "buyer did not pay" as the reason, that buyer gets a "strike".  Two strikes in twelve months, and most sellers have set their requirements so that they do not have to deal with those buyers.
