Can a Buyer leave such a defamatory statement as this ( Irresponsible and unusable waste dealer )
as a bad feedback and still be within eBay feedback guidelines? If not, How would I get this removed during this Covid outbreak?
And he left it twice as he bought two Vintage preamp Projects.. That were sold as Projects..

Yes, he can leave feedback with whatever his opinion might be. eBay will not remove it. And it has nothing to do with the virus.

I sure hope you're wrong. I didn't think that eBay would stoop as low as to allowing petty name calling as a feedback
