I just noticed this in my feedback page today.
I’m sure visible to everyone is the default setting. But I was curious as to what the setting is when I clicked on that toggle. I assume visible to no one? Wouldn’t that just be “private feedback”? When I tried clicking on it I got that error pop up saying I can’t change the visibility because I have active listings. So does that mean I have to not have any live listings in order for me to enable that? If I don’t have active listings (in other words not selling on eBay), what does it even matter what my feedback shows?
I don’t understand the point to this whole thing let alone the logic to the restriction.

If a member switches to private feedback, s/he can no longer sell on that id. eBay wants buyers to be able to see a seller's feedback.
It's sometimes possible to track a buyer's feedback to a specific item, depending on when the transaction took place. Some buyers would prefer to keep that information private.

So is this just a new way to turn your account to private feedback? And not something entirely different?

I was curious on this topic as well. So I don't care if people read the comments...I welcome it. But is it presently visible? (Mine is the same as original poster). And do I have to stop selling ALL my items, to switch? That doesn't make any sense.
