I have one neutral feedback (I replied to this feedback)
I send feedback revision and ask the buyer to change from neutral to positive and receive the following message from him: I have tried to change the feedback to positive, but eBay won't let me do it. Why?
Please, can someone help me to understand the reason, why Ebay doesn't allow him to change, if I can send feedback revision in this situation

If this is the first time you're requesting that feedback is revised then there should not be a reason why they can't. I can't speak for the buyer but they might be bluffing with you so they don't have to change it. I know that theory sounds far-fetched, but its my best guess. I would message him and see if maybe there is a way to resolve any problems he might have (I noticed the feedback and I doubt he would want to change it unless his situation is resolved.)

Call eBay and they should manually remove it for you considering it is the intention of the buyer.

Hi, below is a link to eBay’s Help page on revising feedback.
If the feedback is more than 30 days old, or you have already sent 5 requests this year, then the feedback is not eligible for revision.
The link gives details on how the buyer needs to handle the revision request. Good luck, and hope this gets resolved to your satisfaction.

I looked at the buyer's feedback and it necessarily doesn't violate any T&C so the best thing would be for OP to make a revision request or message the buyer. Other then that there's nothing else I can suggest.

Normally I would say "it's just one neutral, don't even worry about it since it doesn't affect your percentage" but my god, this new "essay" style feedback buyers are allowed to leave now is nothing short of obnoxious...
Can you imagine what feedback profiles will soon look like? It's going to feel like I've got homework just trying to quickly figure out if a seller is good or not! 😑

From the OP's original message, I was under the impression that a Feedback Revision Request form had already been sent, but the buyer, for some unknown reason, is not completing it. Doesn't know how? Doesn't really want to change his FB? IDK.
