Sellers have not been able to leave negative feedback for buyers since 2008.
You can leave a response to the feedback, but make sure it is calm and factual.
JFY do not be tempted to leave a positive with a negative comment as your account can be dinged for doing that if the buyer reports it.

Because too many sellers had shoddy service or products, and then revenge negged their buyers when they received perfectly deserved negs.

You can leave feedback for your buyers. It can't be negative, though. You can also request a feedback revision (if you've been left a negative) from your buyer.

Because ebay doesn't want buyers to be offended or have their feeling hurt. Buyers might then not shop ebay.

Because buyers do not sell something. Feedback is for sellers. Buyers feedback is nothing more than a "thank you" for being a customer.

It was a general policy to woo more buyers - very few sites allow sellers to neg buyers.

if you have negative feedback it must be the seller's fault, the buyer is the one paying so ebay has their own consumer protection laws to retain customers

A couple of comments.
1) If a buyer wants to return the item because of 2 blue dots (not as described),
it's YOU who has to pay the return shipping, not them.
If he had filed a case with ebay, ebay would have made YOU pay the return shipping.
2) You totally messed up on your reply.
The buyer mentions you offered a refund (makes you look good).
Then you counter back saying "no i didn't" (makes you look bad). Why would you do that?
Wouldn't this make you look a whole lot better to future buyers...
"Sorry you were unhappy with your item. Please send it back for a full refund including shipping."

Yeah, I really thought my calm and factual advice might be lost somewhere in translation. Shuddered when I read the reply.
