Those are a lot of options, actually.

Were you making and selling these facemasks long prior to this recent pandemic?

I guess being willing to follow rules when other people break them is what differentiates us from criminals--and allows us to sleep at night.
Except in this scenario eBay is collecting a listing fee or a toll if you will, for each car that is traveling down the road.
Listing fees range from $0.35 to $0.05 per listing per month depending on the sellers size.
Multiply what ever that average is by X 310,000 face mask listings = A NICE CHUNK OF CHANGE EVERY MONTH FOR eBay.
JUST FOR THEIR EFFORTS!
To be honest I do not believe that eBay is really trying all that hard to enforce their own self declared moralities. If eBay truly wanted to be true to their self declared beliefs the would not allow sellers who used the words"Face and or Mask" in their titles to allow those listings to be published.
As an example use the word "Signature" in the title of your listing and see what pops up before you can complete that listing and publish it.
For those that wish to list mask for sale here on eBay those 2 key words "Face and or Mask" should at the very least should generate a pop up prior to publishing by the seller.
eBay's lack of enforcement or effort on their part to enforce their own internal moralities and or decisions at the point of a listing's creation makes them appear either incompetent or disingenuous in their stated efforts.

EBay is to blame not the sellers. The sellers are not gouging.

eBay's site, eBay's rules. The only unfair thing about this whole mess is that eBay was forced to make a decision. Those sellers who were selling these products prior to the pandemic were allowed to continue to do so, whilst all those who jumped on the bandwagon and started price gouging and profiteering, ruined the eBay experience and created chaos. Thusly eBay made a decision and stands by their decision. No one said sellers had to like the decision, but sellers do have to abide by it and that is just the way it is...

I just got off a chat line with an eBay rep. about the fact that eBay won't let me list my hand made cotton face mask today.
I listed one several weeks ago and it was pulled because of quote "PRICE GOUGING", although my were in line with the hundreds listed on at the time. After reading the eBay now allows sellers to list their handmade mask, I tried to list again, and the same results....."PRICE GOUGING", was not able to list.
I was told today that I had to be verified by the US Government. I don't really believe that to be true because at the present time there are over 14.000 listings for hand made face mask by hundreds of sellers. The rep told me that they had all been verified even though it can take up to 30 days to get verified.
When I questioned him further, he backed up and said it was an eBay policy.
I don't know what the real reason is, all I know is that Ebay will not me list my mask.
Very FRUSTRATED,

I am following all the rules and have had my listings ended by eBay for Price Gouging. My prices are mid range of everyone else on eBay who is currently active. I don't understand.

I tried to list some following the guidelines in the announcement, and the listing will not post.
I have found other listings that do post following the same guidelines, what gives?

I suspect any sellers who had listings removed previously (during the ban and prior to May 1st), have had their accounts flagged by eBay and are not going to be allowed to list those items again...
