eBay Fee Deferral Program
We recognize that the global outbreak of COVID-19 may be causing challenges for you and our seller community.
We want to relieve some of the pressure you are facing and give you the flexibility that your business needs.
To help with your cash flow, we are offering to defer payment on Covered Fees on your next eligible invoice. The deferred Covered Fees will need to be paid over your next two billing cycles.
If your request is approved, 50% of the Covered Fees on your current invoice will be deferred until the next billing cycle, and the remaining 50% will be due on the subsequent billing cycle.
If you would like to be considered for this program, you must meet the following criteria:

Frequently asked questions Which invoice will be deferred?
If approved before your invoice due date, certain selling fees will be deferred until your next invoice as outlined below.
End-of-the Month Invoice Mid-Month Invoice Approved March 25 to March 31, 2020 April 1 through April 10, 2020 March 25 to April 10, 2020 Fees deferred until 50% of deferred Covered Fees will be billed as part of the April 30, 2020 invoice and the remaining 50% as part of the May 31, 2020 invoice 50% of deferred Covered Fees will be billed as part of the May 31, 2020 invoice and the remaining 50% as part of the June 30, 2020 invoice 50% of deferred Covered Fees will be billed as part of the May 15, 2020 invoice and the remaining 50% as part of the June 15, 2020 invoice
If approved, please be aware that you will still receive your regular invoice which will include the Covered Fees by this deferment program, as well any other fees and charges. The non covered fees and charges will be due within the normal payment time frame, and the payment of the Covered Fees will be based on the schedule above.

That will cover most, if not all, eBay fees for any seller not in Managed Payments. MP fees are added to your monthly invoice so anybody in that program would still be responsible for those fees - which makes a lot of sense and levels the playing field since sellers using PayPal will still be responsible for payment fees.

As a payment processor PayPal takes out the fees upfront when the funds are deposited in to your account so you never have access to those monies.
As a payment processor eBay/Adyen doesn't take out any fees upfront (except marketplace facilitator collected sales tax which you don't see). They release the full amount to you and the payment processing fees - both per listing fee and the fixed percent fee - are added to your monthly invoice.
So any seller using PayPal will be covered for all or most of the eBay fees on their invoice with this deferment. While any seller using Managed Payments will see all of the payments processing fees on their monthly bill and have to pay them at the end of the month as usual. I think this is very fair that MP fees are not part of the Covered Fees for this deferment.

You are talking about the processing fee that PP & Manage payments charge.........
The paypal fee will still be deducted for those who are not in Managed payment, but if one is in Managed payments, it will be deferred.......
I would think that would be right....since Ebay certainly cannot defer a fee from paypal as they now have nothing to do with PP.

The Managed Payments fees will not be deferred. Those monies will still be owed on schedule. The difference in process is MP sellers owe those fees at the end of the month - they're not deducted upfront the way PayPal does it.

Ah, you figured out what the "other non covered fees" are..........certainly seems accurate, but perhaps should be spelled out in the announcement so the question doesn't come up when people try to figure out their bill....

Hi @dhbookds, the fees that are eligible for deferral are listed in the quoted material in the opening post of this thread: final value fees, insertion fees, store/shop subscription fees, optional listing upgrade fees, and promoted listings fees. Anything outside of these fees would not be eligible for deferral. For any managed payments sellers who have questions, I encourage them to contact Customer Service using the contact options available on the related Help Page.

Why can't current eBay stores also have the opportunity to get the same promotions that are being offered to the new eBay stores that open? How are current eBay stores supposed to have any chance of competing against the new eBay stores who sign up for the 3-month free promotion and are getting 500 free listings as well as NO Final Value Fees on the their first 500 sales? The current stores will be undercut by the new stores, since they will be able to price items at lower selling prices since they wont have all the fees (especially the Final Value Fees).
It would be a greater help to us current eBay stores, during this Covid-19 pandemic, to get the same amount of free listings (500) and the 500 listings with NO final value fees. It would help prevent us from sinking and closing our eBay stores during this hardship that we are facing. We could still pay our monthly store fees, but at least having no charges on 500 final value fees and having 500 listing fees waived will allow us to stay afloat and compete with the new stores.
Also, eBay could allow current "personal" sellers (not stores) to be able to take advantage to upgrading to an eBay store and take advantage of the promotion as well. Not just people who do not have an eBay account at all. I am sure there are a lot of personal sellers who would be excited to have the opportunity to upgrade to an eBay store using this promotion right now. Doing this will level the playing field and allow everyone to win in the long run. Thank you!

Hi @toknakku, we aren't able to calculate the deferral amount until after invoices have been generated, so this is why you would see a normal invoice for now. Not to worry, if you have been approved then you will receive a message from us before the 22nd letting you know the fee amount that will be deferred to your May and June invoices.
