Strange encounter with a low baller. When I reviewed his feedback, I noticed identical feedbacks from different eBayers. Three different eBay users left identical feedback for this person.
What's the simple explanation for this? It seems fishy and before I start thinking this eBay users has padded their feedback in some sort of closed loop circle, I was curious if there was a reasonable explanation?

Just like sellers buyers can set up automatic boiler plate feedback. I’ve had automatic feedback since it was first available. I have no time to leave customized feedback for each item I sell.

Only once in a blue moon do I write feedback for a buyer that isnt from my own (memorized) boilerplate.
I type each one by hand and they still look identical. Maybe the buyer regularly buys from the same seller or maybe sellers are using 'established' examples to copy/paste.

Sellers can choose to automatically leave feedback when a buyer pays or after the buyer leaves feedback. This comes with about 5 different pre-loaded comments (such as "Thank you for an easy, pleasant transaction. Excellent buyer. A++++++." or "Quick response and fast payment. Perfect! THANKS!!"), or the seller can tailor their own.
If you go to the feedback profile of any of those sellers, you'll probably see that they have high feedback numbers and that their feedback left includes those basic, common comments.

It's not fishy if one knows how posting feedback comments works. Not everything is some kind of scam.

If you look at my feedback received as a buyer, I have the same thing,
The exact same feedback from from different sellers for different items.
Thank you for an easy, pleasant transaction. Excellent buyer. A++++++.
Does that make me suspicious?

You're telling us you've NEVER left feedback for any of your buyers?
Especially when you can just automatically set it up and be done with it?

I am a highly suspect individual.
However, my feedback profile has repetitive / automatically submitted feedback all through it. You can find the same phrases used by a seller from the Middle East that were used by another seller in Framingham, Massachusetts, in transactions that were made years apart.
No conspiracy. Not even slightly controversial. Maybe a little unoriginal...

they seem normal responses to me, also, I don't write a new feedback for buyers...I don't write new feedback for purchases, I have responses stored, what they ordered and if they are repeat buyers determines which one I select. I don't use auto feedback, I manually leave it, but what I write is stored feedback I use for everyone.

Nothing strange here. You're looking at the default feedbacks Sellers can leave buyers. All sellers can use these, so you've come across some sellers that do. I write my own custom list of feedback and they are given to my buyers at random.

Ebay provides automated feedback responses. Or, a seller or buyer has the option of using any or all of the ebay boiler plate feedback responses or to create unique responses.

Not really the question. If you look at the screenshot, the same feedback verbiage from different people. I have learned it's automated feedback. Probably in about 15 responses before yours. Each with the same comment.
I am aware I have over 500 listings for sale. You can see if I've left feedback by clicking the "Feedback left for others" link.
I prefer to not use automation. I recall when that feature became available and chose not to automate feedback. It makes it sterile and meaningless if you go to my feedback page and see that I leave the same comment for every buyer.
I suppose if I get too overburdened with sales, I will use the automation feature. But for now, I can leave a personalized message for buyers/sellers. Or I can just reuse my last message. But no, I don't want to let eBay automate parts of the process. I actually find a little enjoyment in leaving feedback.
