For historical reasons, I have an ebay.ca account AND ebay.com account both under the same name & email address. (see Can I delete my ebay.ca account but keep my ebay.c... - The eBay Community)
whenever I try to list a new item (clicking on the "List Item" button), I get sent to the ebay page not found. Interestingly enough, the page not found URL is always under the ebay.ca (Error Page | eBay), regardless of whether I was trying to list the item from my .ca or .com site.
I inspected the error and it looks like Ebay attempts to go through the verification step but the page to do so doesn't exist.

As the responses on your other thread have said, an email address can only be used on one eBay account. So if you are using the same email address and username/user ID, then you only have one eBay account, which you can use to log on to both eBay Canada and eBay USA. In fact, you can use it to log on to any eBay website, anywhere in the world.
If you are referring to this eBay account (gsandorx) which you are using to post here, it doesn't look like you have ever sold anything before now. That suggests that the problem is that you need to register your account for selling before you can create your first listing. This is part of the new process of registering a managed payment account, to process payments for you.
Your gsandorx account was registered on eBay Canada, so I believe that you have to register your managed payments account on eBay Canada not on eBay USA (ebay.com).
I think that you need to start selling on eBay Canada www.ebay.ca first, not on eBay USA www.ebay.com. That way you will be able to register your managed payments account on eBay Canada, which is what you need to do if you are a resident of Canada.
Note that you will still be able to list and sell on whichever eBay site you want to use, after you have registered on eBay Canada. When you register in Canada, you will have the choice to receive payments in either Canadian or US dollars, but if you choose US dollars, then you have to provide a Canadian bank account, in US dollars, not a bank account that is based in the USA. You have to choose the currency when you register, and you can't change it afterwards.

Since all sellers are now in MP, I don't think you are allowed to have a selling account that services more than one Ebay website. Meaning to post on the Canadian site you need one account and a completely separate account to be able to post on the US site. It causes significant issues with MP to cross boarders and currencies.
That would be because of the different banking information needed for each country. At least this is something I read on another thread. I might be wrong about this as it was a while ago.
There is some real confusion here with what you have posted on both of the threads you have going regarding this subject.
You can not have the same Ebay ID on two different accounts. Ebay does not allow that.
The account you are posting with is a US account. If you are a seller in good standing you should be able to list on the US site. It also shows you haven't sold on the US site using the ID you are posting with.
Do you have another ID?

One thing to add to lacemakers post, if you are in Canada and you currently have a US address as your primary address you might have to start a new ID to sell. You may be able to change your address on this account BEFORE signing up for managed payments but there is a chance that you will have to start a new account.

I'm sorry, but that is not correct. Many sellers list on both eBay Canada and eBay USA. They did it for years before managed payments, and managed payments didn't change it.

Not true, under managed payments any selling id can list/sell on any eBay site just as it was prior to MP.
The issues that come up are when a user tries to register for MP in a country where they do not have permanent residence and therefore can't provide the required information to complete the registration.
