Error when trying to refund buyer

Wondering if this is a site-wide glitch or just a one off, I'm trying to refund a buyer for a specific transaction and every-time I click the submit button its giving me a message saying:

There was a problem issuing this refund.

To refund your buyer, please try again later. If you're still having trouble, ask us to step in and help.

Wondering if this is going to go away. I don't want to receive a defect for failing to refund the buyer, and I don't trust Ebay reps to do the refund over the phone without giving a defect.

I'm getting a similar error, "Something went wrong  It's not you, it's us. Please go back and try again."  But there are ample funds within the Paypal account.  It has been doing this for at least 2 day so far.  Further, since this is a refund for a return, Paypal currently has the funds on hold, and thus we cannot initiate the refund through PayPal.  Have not had this problem before.

I'm trying to refund and had a negative balance in my Paypal which I corrected and took it to $0, but now when I try to issue the refund it has the error coming up. I see where the funds transferred from my bank to paypal, but not sure why it's not showing that Paypal is holding it pending the refund...which I'm trying to give.

I transferred the funds to bring the account from negative to $0 and now I don't know where PP is holding my money for the refund. I don't want to double pay. How do I resolve?
