Have not found help and have Not sent this "different" invoice
How the heck did they buy the items and on what site?
I buy and sell on the dBay as all are protected that way.
How do I block anyone from doing this again?

eBay might be referring to their own international sites. Are you sure that you listed on, and sent the invoice from, the US site which is eBay.com? And in eBay motors? Did you get the same message after clicking on the link and trying to send an invoice? I'm pretty sure this has nothing to do with taxes.

As has been said, this thing is eBay motors sale which does or does not dovetail with eBay. I sold the things on eBay but it says purchaser bought on eBay Motors.
Desn't matter, Has NOT paid and is hiding out someplace.
Why bid on stuff you don't want?
Holds up my sale for at least another 10 daze. What **bleep**.

Is it possible that you were on another site when you tried to send the invoice?
Anyway..if they haven't paid, I doubt that sending an invoice is going to make a difference. You shouldn't have to wait 10 days to relist though. You can file an unpaid item case 48 hours after the purchase and can close it 96 hours after you open the case.

I am assuming this is the sold item, which was listed in ebay Motors. There is no need to send an invoice, as ebay does that for you automatically when the item is sold.
