Unless you want to take a chance of loosing the parking pass and any payment received, I wouldn't list it here.
Since there will be no tracking, all the buyer has to do after they receive it is file an INR and you woyuld have to refund because you won't have any proof the buyer received it.

Seems like you succeeded but I would imagine there are five better local ways to sell a parking pass to a football game.

I would think that buyers shouldn't be able to claim any type of case with local pick up. They see the item in person as they pick it up so 'not received" is impossible. An INAD claim is ridiculous as well. I would think ebay could put a stop to any claims from local pick up sales.

It's not a local pick item though, it's a digital item.

Tried everything, I am mainly a buyer on ebay.
For this one situation you may want to do what happens at a football game. A hand off.... with the pick up option at a safe and public place. That way you could generate a packing slip which includes a QR code that can be scanned with a smart device. That would protect both yourself and your buyer. Maybe even get them to show you some sort of id before that handoff for an extra level of protection.
It may be easier to create(finish) the listing on a pc/laptop. More options available. I believe modifying shipping is difficult with the app. From the drop down and calculated shipping just choose local pick up only.

EBay may not be the best forum to sell this item. Regardless of the buyer base eBay has this would have a very small target base. You may do better on a local forum since it is local pickup anyway.

I wasn't sure if this sort of item could be listed on eBay US, I was looking through the prohibited item's list and my mind wandered, (happens more often than I would like) so decided to click on ''intangible items'' - here's one of 3 items that can't be listed:

With eBay and some of the "technical issues" that seem to go on forever, I've been wondering if there were ghosts in the eBay Machine? I'm pretty sure when I signed up they weren't mentioned as normal day to day stuff. Similar or different? Who am I to judge? Just an observation!!
