I bought this: https://www.ebay.com/itm/2006-2009-Pontiac-Torrent-Rear-Lift-Gate-Red-Chrome-Arrowhead-EMBLEM-new-OE... but sold the car it was going to be used on before it arrived. I see the listing has free returns so I submit the return through Ebay, get a label and send it off. Today I see they processed the return but reduced the refund by $5.40. It says,
Message from seller
Cost of shipping services withheld
How is that possible? It has under, Return policy: Seller pays for return shipping. So why was I charged for it?

Sellers who offer Free Returns can in some cases make deductions for a remorse.
I skimmed through the policy, in theory the deductions can only be made is the item was not returned in the condition it was sent.
I'm going to take a guess that the seller is abusing the privilege that comes with free returns. I would call eBay and complain.

Especially when the message from the seller said, "Cost of shipping services withheld." That's clearly abusing the privilege.
But, there again, we're just guessing.

I believe if you were charged a separate shipping fee when you purchased, and returned the item for remorse, they can withhold that cost. They cannot charge you for the return shipping cost.
I just looked at the item and see it had free shipping, so they cannot charge you any of the shipping cost. I would report them and get that refunded.

This is a case of Buyer Remorse. No different in essence than returning a red sweater because it is scarlet and not crimson.
No free returns on Buyer Remorse.

I am assuming this is a charge for the return shipping costs. If so, the seller cannot do this. It is mis-use of the free return policy. As part of the policy, there is this language for sellers:
This feature is incentive for you to provide buyers with exceptional experiences, such as offering free returns. This feature may not be used to recoup market losses on items returned in the same condition or recoup return shipping and restocking fees. It may only be used to recoup losses when an item is returned in a different condition than the original item. Sellers who misuse this feature may be subject to a range of actions, such as losing access to this feature, or suspension from buying, selling, or using other site features.
So, call up eBay and report this behavior to get your full refund ... or, if there is an appeal option with the refund, you can use that. Be sure to point to the policy language and the message from the seller.

If the seller offers Free Returns, it is a free return for any reason ... SNAD or Remorse.

This is not correct. If a seller offers free returns, then the buyer gets free returns for any reason ... remorse, mistake, SNAD, or bad hair day.

Free Returns ONLY counts in buyers remorse cases. Sellers are always responsible for SNAD returns. The only thing Free Returns changes is that you must pay for a return even if it's buyers remorse.
